At Twilio's direction, the volunteer opened a new ticket asking for a formal destination-level review of SMS verification delivery to Syria, citing the rescinded terrorism designation, the ended OFAC sanctions programme and the Tri-Seal advisory.

Twilio's compliance operations team told the volunteer to open a separate ticket directly with Twilio Support, which may then redirect the request to another team for review. The reply was brief and added nothing on the Syria restriction itself.

Twilio said it publishes no fixed review cycle for destination blocks of this kind, and asked that a review be requested through Support with the affected destination number and the business use case. It cautioned that a sanctions change does not automatically restore a destination.

Twilio confirmed the +963 block is a Twilio-level regulatory and compliance restriction rather than a missing carrier route, and said it stopped delivering voice, messaging and email traffic to Syria on 15 September 2025. It cannot be overridden through Geo Permissions.

Twilio's compliance operations team replied to the volunteer's question with a generic statement that it continually evaluates its services and geographic availability against applicable laws and operational factors, giving no answer on Syria specifically.

A community volunteer who builds software for users in Syria asked Twilio's trust and compliance team to say which of two things makes +963 unavailable under Geographic Permissions: a policy restriction carried over from the sanctions era, or no provisioned carrier route to Syrian networks.

Twilio's Privacy team confirmed the request was forwarded to the relevant internal team for review, a shift from the earlier outright refusals.

The team opened a formal ticket with Twilio's Privacy team asking it to review the IP restriction on Syria under the current US sanctions framework.

Twilio support declined again, saying it understood the concern but could not disclose why services remain unavailable in Syria at this time.

After Twilio said it could not re-enter Syria, the volunteer pushed back, noting the cited sanctions had been lifted and asking the company to reconsider the IP restriction.

Twilio told the volunteer's ticket it was reviewing the matter internally after recent policy changes and would follow up once an update was available.
