The volunteer replied that since the basis is internal risk rather than a blanket legal prohibition, Rebtel could address it through targeted controls, fraud prevention, verification and sanctions screening instead of a country-wide block.

The specialist team answered that it still cannot lift the Syria-wide sign-up and login restriction, attributing it to internal risk considerations and past negative experience with the route rather than to a legal prohibition.

Rebtel support forwarded the request to a supervisor and to its legal, compliance, risk and policy teams, and kept the ticket open pending their response.

A community volunteer asked Rebtel to review the Syria-wide sign-up and login restriction listed in its help centre, and to say whether it rests on a law, a telecom or identity-verification provider, or Rebtel's own risk policy.
