JetBrains sales support replied that the company cannot currently provide its products or services in Syria for a combination of legal, contractual and business reasons, and declined to comment further on trade controls or compliance.

The volunteer asked JetBrains Compliance to reconsider its blanket restriction on Syria, noting that comprehensive EU and US sanctions have ended while targeted measures remain, and asked whether serving ordinary non-sanctioned Syrians is actually prohibited.

JetBrains' compliance team said it would not process the request further, stating that it does not do business with persons or organisations targeted by, or incorporated in territories subject to, EU, UN or US sanctions or certain export controls.

A community volunteer asked JetBrains to review the restriction on users in Syria and to forward the request to its legal or compliance team, citing Syria's removal from the US state sponsors of terrorism list and the lifting of US and EU sanctions.

The volunteer pressed JetBrains to name the specific regulation behind the restriction, setting out the repeal of the Caesar Act, the termination of the US Syria sanctions program under Executive Order 14312, and License Exception SPP.

JetBrains' Legal Department replied that the company remains subject to export control and operational restrictions that do not allow it to process sales to Syria, and that its policy is unchanged. A named lawyer answered, so this is a human review rather than an automated reply.

A community volunteer followed up with JetBrains sales on a request first raised in February 2026, noting Syria's removal from the US state sponsors of terrorism list and asking which law or policy any remaining restriction rests on.

JetBrains Legal confirmed our follow-up reached the relevant team but said it could not give a timeline or outcome, and that it monitors sanctions developments on an ongoing basis.

JetBrains declined the same day, repeating that its export control and operational restrictions do not currently allow sales to Syria, with policies unchanged.
