99designs said designers must have a valid payout method and so must meet Hyperwallet's requirements, that no alternative payout methods are currently available, and that it hoped to consider all designers if alternatives were introduced.

The volunteer asked 99designs to raise Syria with Hyperwallet and PayPal for reassessment, and to consider whether the absence of a payout method requires blocking all platform access rather than only paid work.

99designs' payments team said the Syria restriction remains in place, and identified the cause as its designer payout provider Hyperwallet, a PayPal company, which offers no payout method for users based in Syria.

A community volunteer asked 99designs to review the Syria entry on its sanctions policy page, noting the U.S. programme ended in July 2025 and the state sponsor of terrorism designation was rescinded in August 2026, and asked what the restriction now rests on.
