Subject: Request to review Syria country restriction

Users in Syria are currently unable to access your service. I would like to ask that this restriction be reviewed.

On August 24, 2026, the United States removed Syria from its list of state sponsors of terrorism, ending a designation that had been in place since 1979. It was the last of the U.S. sanctions rules that applied to Syria to be withdrawn.

Could you please forward this to your legal or compliance team? The key points for them:

- Syria's designation as a state sponsor of terrorism was rescinded on August 24, 2026.
- The Caesar Act was repealed on December 18, 2025.
- The U.S. Syria sanctions program was terminated by Executive Order 14312, effective July 1, 2025, and OFAC removed the Syrian Sanctions Regulations (31 CFR Part 542) from the Code of Federal Regulations on August 26, 2025.
- The European Union lifted its economic sanctions on May 28, 2025.
- License Exception SPP (15 CFR 740.5) authorizes the export and reexport to Syria of all items designated EAR99, which covers most commercial software, with no individual license required.

I hope you don't mind me reaching out. Your company's service is currently blocked for users in Syria, and I wanted to flag that the U.S. rules behind that kind of block have changed.

The U.S. Syria sanctions program ended in July 2025, the Caesar Act was repealed in December 2025, and Syria came off the U.S. State Sponsors of Terrorism list on August 24, 2026. For most commercial software, License Exception SPP (15 CFR 740.5) has authorized export to Syria without an individual license since September 2025. The EU lifted its economic sanctions in May 2025.
