Signing in to learn.snhu.edu from a Syrian connection authenticates successfully, but access is then refused by a Microsoft Entra conditional-access policy stating that the sign-in «does not meet the criteria to access this resource» and citing a location restricted by the administrator. Enrolled students in Syria cannot reach their coursework.
