## About

Enterprise software company providing databases, cloud infrastructure, and business applications

## Activity summary

Blocked in Syria. The team first contacted Oracle in February 2026 and, together with community volunteers, sent repeated follow-ups across its trade-compliance, support, sales, and operations channels, citing the lifting of U.S. sanctions on Syria. In July 2026 a Canadian technology-solutions company pursuing enterprise projects in Syria asked the trade-compliance team for a structured reassessment, a named contact, and a compliant onboarding path. Several Oracle addresses bounced or proved unmonitored, and no substantive response has been received. The block remains in place.

## Community reports

- 2026-07-30 — Contacted Company. A Canadian technology-solutions company emailed Oracle's global trade compliance team at export_ww@oracle.com requesting a structured reassessment of the country-level restrictions applied to Syria. Writing on behalf of prospective enterprise clients in Syria evaluating databases, cloud infrastructure, systems integration and business applications, the sender cited the revocation of the U.S. comprehensive Syria sanctions program effective 1 July 2025 and the Bureau of Industry and Security's License Exception Syria Peace and Prosperity, alongside EU, UK, Canadian, Swiss and Australian guidance. The email asked Oracle to confirm which products, downloads, cloud services and support services may now be offered in Syria, to name a Global Trade Compliance or regional commercial contact, and to set out a compliant onboarding path for Syrian customers, while stating explicitly that no circumvention of Oracle's compliance controls was being sought. The corporateaffairs@unblocksyria.com address was CC'd.
- 2026-06-29 — Contacted Company. A community volunteer emailed Oracle's RPLS operations team at RPLS-Ops_ww@oracle.com requesting that service access be enabled for users in Syria. The email noted that the U.S. Treasury lifted the comprehensive trade embargo on Syria in December 2025 and that both U.S. and EU sanctions have since been removed, with Syria no longer listed among OFAC's embargoed countries. It cited official U.S. Treasury and OFAC references along with supporting documentation at unblocksyria.com/resources, observed that several other companies have already restored access, and asked for confirmation that Syria can now be onboarded. The corporateaffairs@unblocksyria.com address was CC'd.
- 2026-05-25 — Follow-up Sent. A community volunteer emailed Oracle's sales team at contact@oracle.com asking them to internally route the request to Oracle's Global Trade Compliance or Legal team, after the standard export_ww@oracle.com inbox had been unresponsive for months. The email noted that following the lifting of U.S. comprehensive trade sanctions on Syria (Executive Order 14312), the Syrian market is now open for basic civilian software and technology, and that a legacy geo-block still prevents Syrian developers from accessing Oracle products. The volunteer attached official U.S. Treasury OFAC documentation and requested a direct contact in Trade Compliance or Legal. The corporateaffairs@unblocksyria.com address was CC'd.
- 2026-05-24 — Contacted Company. A community volunteer emailed Oracle's global trade compliance team at export_ww@oracle.com requesting that service access be enabled for users in Syria, citing the need for Oracle tools to test applications and run isolated virtual environments. The email referenced the December 2025 U.S. Treasury announcement lifting the comprehensive trade embargo on Syria, the removal of broad U.S. and EU sanctions, the OFAC sanctions programs page, and supporting documentation from unblocksyria.com/resources. The corporateaffairs@unblocksyria.com address was CC'd. This follows earlier outreach in February and March 2026 that received no substantive response.
- 2026-03-30 — Note. Email to RPLS-Ops_ww@oracle.com was unavailable externally. The volunteer re-sent the outreach request to oraclehelp_ww@oracle.com and privacy_ww@oracle.com instead.
- 2026-03-30 — Contacted Company. A community volunteer emailed Oracle's RPLS operations team at RPLS-Ops_ww@oracle.com requesting a review of service availability for users in Syria. The email referenced the updated OFAC sanctions framework and included supporting documentation from unblocksyria.com/resources. The initial address appeared to be unavailable externally, so the volunteer re-sent the request to oraclehelp_ww@oracle.com and privacy_ww@oracle.com.
- 2026-02-24 — Follow-up Sent. A community volunteer sent a follow-up email to Oracle's global trade compliance team at export_ww@oracle.com, requesting that service access be enabled for users in Syria. The email referenced the December 2025 OFAC sanctions termination and EU sanctions removal, included links to official U.S. Treasury documentation, and noted that several other companies have already restored access. This follows the initial outreach on February 9 which received no response.
- 2026-02-09 — Note. Email to legal@oracle.com bounced — address not found
- 2026-02-09 — Contacted Company. Outreach email sent to Oracle at export_ww@oracle.com and legal@oracle.com requesting review of Syria IP restrictions for Oracle under the current post-sanctions legal framework.

## Context

These are geo-restrictions the companies applied themselves, not filtering by Syrian ISPs and not a legal requirement. US and EU sanctions on Syria were lifted in 2025. See https://unblocksyria.com/llms.txt for the regulatory summary and https://unblocksyria.com/en/about for citations to the specific orders and regulations.
