A community volunteer sent outreach emails to the Commercial Bank of Dubai (CBD) at two addresses: regulatorycomplianceteam@cbd.ae and souhayel.tayeb@cbd.ae (a named compliance contact). The emails requested a review of CBD's Syria access restrictions, citing the lifting of OFAC sanctions, EU sanctions, and the repeal of the Caesar Act. The volunteer highlighted two key arguments: (1) Syrian Golden Visa holders in the UAE cannot manage their mortgage payments and property transactions while visiting Syria, putting their UAE investments at risk; and (2) thousands of Syrian professionals working in the UAE are cut off from their banking services when visiting family in Syria. Supporting documentation from the European Commission, Canada, and OFAC was included.
